We would further point out the need for

a provision stating expressly that, should a school elect to leave the Grant Code, the money paid into an education fund for rebuilding (cf. para. 23 (11) ) remains the property of the school without further obligations. This is clearly intended, in view of the suppositions on which this provision has been drawn up; but we consider that it should be stated expressly in the Code.

Proportion of Lay Teachers in Missionary Schools.

Para. 17. In this connection we wish to

sey that, while we appreciate the motives behind this provision, we must object on principle to a regulation which would mean the obligatory demi-laicization of schools. We suggest, therefore, the wording:-

shall consist of local or locally trained

teachers."

We would further point out that, while

insistence on one-half of the staff being lay teachers would actually not at the moment, and probably not

in future, embarrass any of the boys' schools, because no sufficient religious teachers are de facto available, this regulation would be most unwise in the case of girls' schools.
